This is a segment from a documentary by Adam Curtis, who apparently is a maker of documentaries for British television.  If you actually go to the YouTube page where this video is located, please ignore the fact that it was posted by RealTruthNetwork, which appears to be a person or persons who believe in 9/11 conspiracy bullshit.  I hate to link to fuckheads like this but this is the best clip I could find of the video.  This is absolutely wonderful, please watch it:
